$ 28,000,000.

As regards (1) The Aberdeen Scheme is in my opinion

a temporary expedient and if the Shing Mun Scheme is fully

carried out, unnecessary in fact the cost should in that event

be set against the bigger proposition. It would also be

unnecessary if the distillation idea is found on examination

to be feasible. I am unaware how long it would take to

production bring the berdeen Scheme into 'perfection as compared with

the full Shing Mun proposition but unless there is an

appreciable period no useful purpose would be served by

embarking on the Aberdeen Scheme.
